Madam Speakers and honorable members of the Parliament.

I wish to thank you for the honor shown to me.

I had the privilege of addressing a similar joint session after being elected president seven months ago.

We hold the parliament in highest esteem.

We are passing through a severe economic recession.

The global meltdown has badly affected our economy.

We have to root out terrorism and extremism.

Economic slowdown has impacted all the countries.

Difficult decisions have to be taken for economic stability.

Reform program has started.

Inflation will be brought down to a single digit.

I propose to constitute a committee for the promulgation of the Charter of Democracy (CoD).

Our government inherited problems and the government is trying its best to address them.

The supremacy of the parliament was Shaheed Mohtarma Benazir Bhutto’s dream and the PPP government has fulfilled her dream.

Inflation will be brought down to a single digit.

Yesterday, I visited Balochistan and met with cross section of the people.

A parliamentary committee was urged to be formed to address the issues of Balochistan.

I urge the parliament to form the parliamentary committee to resolve problems of Balochistan.

Give Balochistan people the autonomy they have been demanding for the last 60 years.

Government has initiated Benazir Income Support Program which will support 3.5 million families. Rs34 billions have been allocated during the current year.

اسلام آباد…صدر آصف علی زرداری نے پنجاب سے گورنر راج کے فوری خاتمے کا اعلان کر دیا ہے۔ پارلیمنٹ کے مشترکہ اجلاس سے خطاب کرتے ہوئے انہوں نے کہا کہ پاکستان پیپلز پارٹی پنجاب اپوزیشن میں بیٹھے گی تاہم ن لیگ کے امیدوار کی حمایت کریگی تاکہ ہارس ٹریدنگ کا ہمیشہ کیلئے خاتمہ ہو جائے۔قبل ازیں صدرنے کہا کہ 17ویں ترمیم،اٹھاون ٹو بی پر نظر ثانی کیلئے پارلیمانی کمیٹی بنائی جائے۔پارلیمنٹ کے مشترکہ اجلاس سے خطاب کرتے ہوئے صدر نے کہا کہ 6ماہ پہلے جب میرانتخاب ہوا تھا میں نے اس ایوان سے خطاب میں ایک پارلیمانی کمیٹی کے قیام کی تجویز دی تھی جو 58ٹو Bاور 17ویں ترمیم پر نظر ثانی کرے،میڈم اسپیکر سے درخواست ہے کہ یہ کمیٹی بغیر کسی مزید تاخیر کے بنائی جائے۔صدر نے کہا کہ پارلیمنٹ کی بالادستی شہید محترمہ بینظیر بھٹو کا خواب تھا،حکومت کو بہت سے مسائل ورثے میں ملے،عسکریت پسندوں سے لڑائی بھی ورثے میں ملی،اقتصادی مسائل سر فہرت تھے،عالمی مالیاتی بحران کے باعث سخت اور مشکل فیصلے کرنے پڑے، اس سلسلے میں وزیر اعظم کو مبارکباد دیتا ہوں۔ انہوں نے کہا کہ افراط زر کی شرح میں کمی واقع ہوئی ہے، امید ہے اگلے سال اس میں مزید کمی واقع ہو گی،روپے کی قدر میں کچھ اضافہ ہوا ہے، پہلے8ماہ میں بیرون ملک سے آمد ہ ترسیلات اور غیر ملکی زرمبادلہ میں اضافہ ہواہے۔ انہوں نے کہا کہ کل بلوچستان کے لوگوں سے ملاقاتیں کیں، انکی شکایات سنیں، پارلیمانی کمیٹی بنائی جائے جو بلوچستان کے مسائل حل کر سکے،پارلیمنٹ بلوچستان سے متعلق پالیسی بنائے تاکہ وہاں کے لوگوں کو خود مختاری مل سکے،کل میں نے بلوچستان کیلئے47ارب روپے کی پیکیج کا اعلان کیا تھا۔ انہو ں نے کہا کہ حکومت نے شفاف اسکیم بی نظیر انکم سپورٹ پروگرام متعارف کرایا ہے، پروگرام میں متعدد ایمرجنسی ریلیف اقدامات شامل ہیں،ہر غریب گھرانے سے ایک فراد کو ٹیکنیکل تربیت دی جائیگی۔ صدر نے کہا کہ ملکی خود مختاری کسی کو چیلنج کرنے کی اجازت نہیں دی جائیگی، نہ ہی کسی کو ہماری زمین دہشت گردی کیلئے استعمال کرنے کی اجازت ہو گی۔
